Starting October 1, 2026, Meta charges for service messages on the WhatsApp Business API. That's any free-form reply your team or a third-party AI sends inside the 24-hour customer service window. Utility templates sent in that same window get a price too. 

Customer messages, the 72-hour free entry point window, and the WhatsApp Business App stay free. Marketing and authentication templates stay charged, same as before.

This changes what a support or sales team pays to run the API every month. Here's what it will cost in your country, how to cut the bill, and how to tell if your team needs the API at all.

➤ What counts as a service message

Meta defines a service message as any non-template reply a person or a third-party AI sends while the 24-hour window is open. Replies from Meta's own AI agent are billed separately, per token ($2.00 per million tokens), which works out to roughly 4 to 5 cents a message.

➤ What stays free

Customer-initiated messages cost nothing. When someone reaches you through a Click to WhatsApp ad or a Facebook Page button and you reply within 24 hours, a free entry point window opens. For the next 72 hours, every message you send is free, service messages included.

The WhatsApp Business App isn't part of this change. It runs separately from the Cloud API.

Example: A shopper taps your Click to WhatsApp ad and asks about sizes. You reply within the hour, which opens a 72-hour free window. Every reply over those three days costs nothing. On day four, the shopper messages again. That reopens the 24-hour service window, and from October 1 your replies are service messages that count toward your 1,000 free and are billed after that.

How Much Will the WhatsApp Business API Cost You?

Here's how to estimate your bill in four steps.

  1. Pull your service-message count. Query Meta's Pricing Analytics API for the SERVICE category, or check your BSP's dashboard. Meta already counts these messages today, even though they're free.

  2. Subtract 1,000 per business phone number. That's your monthly free tier.

  3. Apply your country's rate from the table below. 

  4. Add in-window utility templates and any AI vendor fee. Utility templates bill at the same rate. A third-party AI tool bills you separately from Meta.

How Can You Reduce WhatsApp API Costs?

1. Send fewer, fuller replies

Each delivered message is billed. A reply split across four messages costs four times what one complete reply costs.

2. Reduce unnecessary outbound messages
Audit automated follow-ups, reminders, and notifications. Remove sends nobody needs and combine repeat updates into one.

3. Send marketing only when it has to be marketing
Marketing templates cost far more than utility ones. In India, a marketing message costs $0.0118 and a utility message costs $0.0014, about 8x less. Check that order updates and reminders are set up as utility templates.

4. Resolve conversations inside the 24-hour window
Once the window closes, you need a template to reach the customer again. If that template is marketing, it costs several times more than a reply would have.

6. Try coexistence if you qualify
