The WhatsApp Groups API lets businesses create and manage WhatsApp groups programmatically through the WhatsApp Business Platform.

Access requires an Official Business Account (OBA) and a compatible Cloud API number. The API also has hard limits around group size, group creation, participant management, and messaging.

This guide covers Groups API eligibility, OBA requirements, current limits, pricing, and what to do if the API doesn't fit your use case.

WhatsApp Groups API Eligibility

To use Groups API, your business needs an Official Business Account (OBA).

But having a verified Meta Business account, an approved WhatsApp display name, or access to the WhatsApp Business Platform does not automatically make you an OBA.

1. What does OBA mean?

Meta uses OBA status for established and notable businesses on WhatsApp. The OBA review considers factors including:

  • Business verification

  • An approved display name

  • Two-step verification on the phone number

  • How long the business has been active on the WhatsApp Business Platform

  • Whether the business has a notable, authentic presence

OBA eligibility is separate from simply completing Business Verification.

2. The OBA badge vs the actual API status

There is another detail worth checking if you're validating eligibility through the API.

WhatsApp exposes more than one field related to business account status, including is_official_business_account and oba_status. These do not always tell you the same thing.

A business may see an account marked as an official business account through one field while its oba_status does not show an active OBA state.

If you're building an automated eligibility check, don't rely on a single Boolean field. Check the actual OBA status returned for the business and confirm that the phone number and account meet the Groups API requirements.

This matters because a dashboard or integration can otherwise show a business as "official" while the account still cannot use Groups API.

3. You need a Cloud API number

Groups API works with WhatsApp Cloud API numbers.

A number that runs through the WhatsApp Business app cannot use Groups API. Meta also does not currently support Groups API with Coexistence.

So if a business currently manages its number through the WhatsApp Business app, it cannot simply connect that same setup to Groups API. The number needs a compatible Cloud API setup.

Quick eligibility checklist

Before building around Groups API, confirm that:

  • Your business has Official Business Account (OBA) status.

  • Your phone number is using WhatsApp Cloud API.

  • You are not relying on a WhatsApp Business app number for Groups API.

  • Your setup does not depend on Coexistence.

  • You have checked the Groups API limits before deciding that the API fits your use case.

Once your business qualifies, the next question is whether the API fits your actual workflow. 

1. Up to 8 participants per group

A Groups API group supports up to 8 participants, including the business number. That leaves room for up to 7 other participants.

That makes the API a better fit for small, focused conversations than large customer communities.

For example:

  • A customer + support team

  • A small project team

  • A dealer + account managers

  • A small group of customers working through an onboarding process

If you need a WhatsApp group with 50 or 500 members, this limit rules out the Groups API.

2. Up to 10,000 groups per business number

A single WhatsApp API business number can create up to 10,000 groups through the Groups API. 

One more rule to know: a group can only belong to one Cloud API business. Two different business accounts can't share or co-manage the same group.

3. Participants join through an invite

Groups API does not let the business directly add participants to a group.

When you create a group, WhatsApp generates an invite link. You can send that link to potential participants, and you can also enable join-request approval if you want to review requests before people enter.

For example, a company could create a group for a new customer and send the customer an invite link through an approved WhatsApp template.

4. Only 3 messages can be pinned

Groups API supports pinned messages, with a maximum of 3 pinned messages per group.

If you pin a fourth message, WhatsApp automatically unpins the oldest one. Each pin can remain active for 1 to 30 days.

5. Groups API has its own rate limits

Groups API operations have their own rate limits. If a phone number performs too many group operations in a short period, the API can return error 131208, Group Rate Limit Hit.

This is separate from your general Cloud API messaging throughput. A high messaging throughput does not remove Groups API operation limits.

6. Meta can temporarily disable group creation

Meta can temporarily stop a business from creating new groups if it detects excessive marketing messages sent by the WABA within the customer service window over the previous 7 days.

This appears as error 131214.

If your workflow depends heavily on creating new groups, this is a limit worth planning for.

How WhatsApp Groups API Pricing Works

Normal WhatsApp Cloud API pricing charges you based on the conversation you open with each person you message. 

One person, one billable conversation.

Groups work differently. 

When you send a message into a group, WhatsApp bills it as a separate delivery to each person in that group, not as one message. 

So sending one update into a full 8-person group (your business plus 7 others) counts as 7 billable deliveries, not 1.

Example: A business sending 100 updates a month into one full 8-person group isn't paying for 100 messages. It's paying for up to 700 billable deliveries, the same total spend as sending 700 individual 1:1 messages.

Cost scales with total people reached across all your groups, not with how many times you hit send.

What to Do If You Don't Qualify, or Outgrow the Limits

If your business doesn't have OBA status yet, runs on the WhatsApp Business app, or uses Coexistence, the Groups API isn't available to you right now, regardless of how solid your setup is otherwise.

And even with OBA status, the 8-participant cap rules out anything bigger than a small, structured group. 

A support escalation with a handful of people works. A community, a cohort, or a customer group of any real size doesn't fit.
